SENATE JOINT RESOLUTION NO. 58
On the death of J. Stuart Franklin, Jr.

WHEREAS, J. Stuart Franklin, Jr., the former chief executive officer of the Roanoke architecture firm that built much of Carilion Roanoke Memorial Hospital, died on December 11, 1999; and

WHEREAS, a veteran of World War II, Stuart Franklin served for more than three years in the United States Army Corps of Engineers, receiving his honorable discharge in 1946; and

WHEREAS, Stuart Franklin earned his bachelor of science degree in civil engineering from Virginia Polytechnic Institute in 1950; and

WHEREAS, Stuart Franklin joined the firm of Eubank, Caldwell & Associates as a partner and was later the chief executive officer of Sherertz Franklin Crawford Shaffner, a firm well-known for its work on the Carilion Roanoke Memorial Hospital; and

WHEREAS, known for his involvement in his firm’s projects, Stuart Franklin was frequently at the construction site overseeing the many additions to Carilion Roanoke Memorial Hospital, including the hospital’s tower and its cancer and rehabilitation centers; and

WHEREAS, Stuart Franklin was a director and vice president of the Virginia Association of Professional Engineers, was a member of the National Society of Professional Engineers, and was a fellow of the American Society of Civil Engineers; and

WHEREAS, Stuart Franklin also served as vice president and president of the Roanoke Valley Chamber of Commerce, director of the Better Business Bureau of Western Virginia, and member of the Kiwanis, the Masons, and the Elks; and

WHEREAS, well-known and popular throughout the Roanoke Valley, Stuart Franklin left a lasting mark on the region through his professional accomplishments and his dedication to the community; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a fine citizen of the Commonwealth, J. Stuart Franklin, Jr., and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of J. Stuart Franklin, Jr., as an expression of the General Assembly’s respect for his memory.
