Commending Dr. Carmelita Williams.

WHEREAS, Dr. Carmelita Williams has worked for more than three decades to increase literacy, particularly among children in inner-city schools; and

WHEREAS, Dr. Carmelita Williams’ influence, already widespread in the Tidewater area, is now worldwide, a result of her election as president of the International Reading Association for the 2000-2001 term; and

WHEREAS, a native of Kansas City, Missouri, and a resident of Virginia Beach, Dr. Carmelita Williams is the director of Norfolk State University’s Center of Excellence for Service Learning and Literacy; and

WHEREAS, a former elementary school teacher, Dr. Carmelita Williams also directs the Reading Partners’ Clinic, Norfolk State’s Reading is Fundamental free book distribution program, and the service learning component for Norfolk State’s School of Education; and

WHEREAS, as president of the International Reading Association, Dr. Carmelita Williams will head an organization of classroom teachers, librarians, college professors, and researchers working to promote reading success for children and adults; and

WHEREAS, the first African-American elected to the prestigious post, and the first from an historically black university, Dr. Carmelita Williams is exceptionally well-qualified to lead the International Reading Association into the 21st Century; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend and congratulate Dr. Carmelita Williams on her election as president of the International Reading Association; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Dr. Carmelita Williams as an expression of the General Assembly’s admiration and gratitude for her exceptional dedication to improving reading and other literacy skills among children and adults.
