WHEREAS, Senator Joseph V. Gartlan, Jr. recently completed a distinguished term of service on the Joint Commission on Health Care; and

WHEREAS, the Joint Commission on Health Care was created by the 1992 Session of the General Assembly to continue the work of the Commission on Health Care for All Virginians; and

WHEREAS, the purpose of the Joint Commission on Health Care is to study, report, and make recommendations on all areas of health care provision, regulation, insurance, liability, licensing, and delivery of health care services; and

WHEREAS, the Joint Commission on Health Care works to ensure that the most cost-effective and efficacious means of delivery of health care services are adopted so that the greatest number of Virginians receive quality health care; and

WHEREAS, the Joint Commission on Health Care encourages the development of uniform policies and services to ensure the availability of high quality, affordable, and accessible health services; and

WHEREAS, as a member of the Joint Commission on Health Care, Senator Gartlan served as a strong advocate for numerous health care issues, such as implementing the State Children's Health Insurance Program, improving access to care for the indigent and uninsured, and enhancing Virginia's organ and tissue donor and transplantation programs; and

WHEREAS, Senator Gartlan served on the Joint Commission on Health Care's Long-Term Care Subcommittee and was instrumental in making substantial improvements in the quality of Virginia's long-term care and aging services; and

WHEREAS, Senator Gartlan also provided outstanding leadership regarding many other health care issues, such as improving the availability and quality of mental health services; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the 2000 Session of the Virginia General Assembly commend the vision, dedication, and commitment to improving the health status of all Virginians exhibited by Senator Joseph V. Gartlan, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Senator Joseph V. Gartlan, Jr. as an expression of the General Assembly's sincere appreciation for his outstanding service and accomplishments.
