SENATE JOINT RESOLUTION NO. 282
On the death of Edwin T. Holland.

WHEREAS, Edwin T. Holland, the founder, retired president, and chairman emeritus of First Virginia Banks, Inc., died on September 26, 1999; and

WHEREAS, Edwin Holland, known to friends and colleagues as "E.T.," grew up on a farm in what was then Norfolk County, earned a degree in civil engineering from the University of Virginia, and settled in Arlington in 1941 to start a consumer loan business; and

WHEREAS, after acquiring a small portion of stock in the Old Dominion Bank in Arlington, Edwin Holland became president of the bank in 1948, founded Mount Vernon Insurance Agency, then merged the two firms into First Virginia Bank; and

WHEREAS, in 1957 First Virginia Banks, Inc., based in Falls Church, became the first bank holding company in Virginia, and under the visionary leadership of Edwin Holland, grew into its position today as the largest banking institution with headquarters in Virginia; and

WHEREAS, Edwin Holland’s unquestioned integrity and his emphasis on consumer lending were key factors in the growth and success of First Virginia Banks; and

WHEREAS, while a resident of Arlington, Edwin Holland was active in issues concerning the public schools, including supporting efforts to integrate the schools, and was appointed by President Kennedy to the National Capital Transportation Agency, the forerunner to the Washington Metropolitan Transit Authority; and

WHEREAS, Edwin Holland retired in 1974 and moved to Kilmarnock, where he became active in civic affairs in the Northern Neck; and

WHEREAS, in 1991 Edwin Holland donated $250,000 to Rappahannock Community College to establish an endowment for the Edwin T. Holland Center for Student Success, which focuses on helping first-generation college students and working students with families; and

WHEREAS, throughout a long and exceedingly productive career, Edwin T. Holland left a lasting mark on the banking industry in Virginia and established an enviable record of service to his profession and to the communities of Northern Virginia and the Northern Neck; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a distinguished Virginian, Edwin T. Holland; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Edwin T. Holland as an expression of the high regard in which his memory is held by the General Assembly.
