005405480WHEREAS, Norfolk residents Dan Bigio and Frank Shaw, both passionate amateur radio enthusiasts, have turned their longtime hobby into a valuable community service; and
WHEREAS, as amateur radio operators, often called hams, Dan Bigio and Frank Shaw have attained high skill levels in amateur radio, as indicated by Frank Shaw’s “advanced” classification and Dan Bigio’s “extra” classification from the Federal Communications Commission; and
WHEREAS, as expert radio operators, Dan Bigio and Frank Shaw are in a unique position to assist their community, especially in times of emergency; and
WHEREAS, ham radio operators often provide a vital communications service during natural disasters, most recently during the flooding that occurred as a result of the hurricanes that hit the Commonwealth in the fall of 1999; and
WHEREAS, ham radio operators have long-established relationships with such organizations as the Federal Emergency Management Agency, the Norfolk Airport Authority, and local police and fire departments to provide communications links during storms, flooding, power outages, or other emergencies; and
WHEREAS, ham radio operators also set up radio equipment in schools to let students communicate directly with astronauts in orbit and volunteer their services to help with communications for such events as the Special Olympics, the American Heart Association’s Heart Walk, and Harborfest; and
WHEREAS, both Dan Bigio and Frank Shaw have been cited and commended on numerous occasions for their vital volunteer services to the Norfolk fire and police departments, nonprofit organizations, and federal agencies; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Dan Bigio and Frank Shaw for their dedicated volunteer service to their community and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare copies of this resolution for presentation to Dan Bigio and Frank Shaw as an expression of the General Assembly’s admiration and gratitude for their willingness to help others during times of great need.
