WHEREAS, Colonel M. Wayne Huggins, the superintendent of the Virginia State Police, resigned on January 28, 2000, thus ending an exemplary career of service to the Commonwealth; and

WHEREAS, Colonel Huggins was appointed superintendent of the Virginia State Police on April 11, 1994, by Governor George Allen; and

WHEREAS, a 1978 graduate of George Mason University, Colonel Huggins also graduated from the FBI National Academy and the academies of the Virginia State Police and the United States Secret Service’s Executive Protective Service; and

WHEREAS, during a long and varied law-enforcement career, Colonel Huggins was a Virginia State Police trooper from 1971 to 1978, the chief deputy sheriff of Fairfax County, and sheriff of Fairfax County from 1980 to 1990; and

WHEREAS, Colonel Huggins was also a member of the United States Secret Service’s Executive Protective Service, was director of the United States Department of Justice’s National Institute of Corrections, and was executive director of the Commission on Accreditation for Law Enforcement Agencies; and

WHEREAS, as superintendent of the Virginia State Police, Colonel Huggins led a department of 2,500 employees and oversaw an annual budget of $176 million; and

WHEREAS, in a variety of law-enforcement positions, Colonel Huggins has served the Commonwealth and the nation with uncommon skill, dedication, integrity, and professionalism; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Colonel M. Wayne Huggins on the completion of an outstanding career of service to the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Colonel M. Wayne Huggins as an expression of the General Assembly’s gratitude and best wishes for continued success.
