On the death of Virginia Anne Roger.

WHEREAS, Virginia Anne Roger, an outstanding Norfolk civic and community leader, died on January 1, 2000; and

WHEREAS, Virginia Roger was devoted to the progress of her Bayview community and the Ocean View area, and was instrumental in making the Bayview Civic League a model for all other civic leagues in the Norfolk area; and

WHEREAS, Virginia Roger’s efforts on behalf of Bayview included service as treasurer of the Bayview Civic League, editor of the "Bayview Bylines" newsletter, chairperson of the Bayview Court Watch Group, secretary of the Bayview Recreation Center Advisory Board, tutor and volunteer at Bayview Elementary School, and founder and president of the Bayview-East Ocean View-Tarrallton (BETS) Support Group, a fund-raising program to offer outdoor recreation opportunities to children of the area; and

WHEREAS, Virginia Roger’s many contributions to her community were recognized by the naming of a room at the Bayview Recreation Center in her honor; and

WHEREAS, Virginia Roger was particularly concerned for community safety and served at various times as chairperson of the Norfolk Criminal Justice Board, chairperson of the Bayview Court Watch Group, member of Police Assisted Community Enforcement (PACE) Support Services Committee, and the Red and Blue Sector teams; and

WHEREAS, Virginia Roger also was active in the religious and civic affairs of her community as a member of the administrative board of Christ United Methodist Church and a member of Ocean View Lions Club; and

WHEREAS, recognition for Virginia Roger’s dedication included the Humanity Award of the Sertoma Club and culminated with the bestowal upon her in 1997 of the Point of Light Award, the national program initiated by President Bush to honor the kind of volunteer service exemplified by Virginia Roger; now, therefore, be it

RESOLVED, by the Senate, the House of Delegates concurring, That the General Assembly recognize the many accomplishments of Virginia Anne Roger and mourn her passing; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Virginia Anne Roger in honor of her legacy of service to her community.
