SENATE JOINT RESOLUTION NO. 142
Commending Gerald T. "Gerry" Halpin.

WHEREAS, Gerald T. "Gerry" Halpin, the founder, president, and CEO of West Group, was chosen by the Fairfax County Federation of Citizens and The Washington Post as "Citizen of the Year"; and

WHEREAS, Gerry Halpin and his partners introduced the concept of the mixed-use, master-planned office complex more than 30 years ago in the Washington, D.C. area when they developed the 246-acre West Gate Office Park in Tyson's Corner; and

WHEREAS, Gerry Halpin was instrumental in establishing Burke Lake Park, one of Fairfax County's outstanding recreation areas, even remortgaging his own home to provide the county with matching funds; and

WHEREAS, an early trustee and co-chairman of the Wolftrap Foundation Executive Committee, Gerry Halpin contributed his time and energy to help purchase a number of structures for the world-famous Farm Park for the Performing Arts; and

WHEREAS, committed to creating and preserving green spaces in Fairfax County, Gerry Halpin personally helped landscape the grounds of his office parks, as well as providing landscaping for Trinity United Methodist Church and the Churchill Road Elementary School playground; and

WHEREAS, nonprofit organizations in Fairfax County have flourished under Gerry Halpin's guidance, including the School for Contemporary Education, McLean Project for the Arts, United Community Ministries, Claude Moore Colonial Farm, Hospice of Northern Virginia, Fairfax Hospital, and Northern Virginia Community College; and

WHEREAS, generous with his time, resources, expertise, and vision, Gerry Halpin has also served on numerous boards and task forces, including as Director and Chairman of the National Capital Bicentennial Celebration finance committee, Chairman of the Grand Teton National Park Foundation, and Director of the National Fish and Wildlife Foundation; and

WHEREAS, there is scarcely a single person in Fairfax County who has not benefited in some manner from Gerry Halpin's lifetime of dedication to Fairfax County, from developing thousands of jobs in the county while preserving the trees and the beauty of the land; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Gerald T. "Gerry" Halpin for being selected as Fairfax Citizen of the Year and for his decades of contributions to the Northern Virginia area's parks, recreation, cultural opportunities, economic development, and conservation; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Gerald T. "Gerry" Halpin in recognition of his outstanding career in public service.
