WHEREAS, Jack Fretwell has for many years been a leading citizen of the Winchester-Frederick County community; and
WHEREAS, in recognition of his long and invaluable service in helping recovering alcoholics, Jack Fretwell was named Citizen of the Year in 1992 by the Winchester-Frederick County Chamber of Commerce; and
WHEREAS, one of the founders of New Life, a substance abuse treatment facility in Winchester, Jack Fretwell has served on its board of directors and has been a constant and invaluable resource for those in need of help in overcoming alcoholism and substance abuse; and
WHEREAS, available at all times, Jack Fretwell has assisted countless area residents by helping them find jobs, counseling their families, taking them to church, or doing whatever else is necessary to help them overcome their addictions; and
WHEREAS, in 1983, Jack Fretwell was appointed to the Virginia Advisory Council on Substance Abuse Problems by Governor Charles Robb; and
WHEREAS, a well-known, witty, and popular master of ceremonies, Jack Fretwell has also quietly donated his time, talents, and energy to such worthy organizations as the American Diabetes Association, the American Heart Association, the American Cancer Society, the Special Olympics, and the Association for the Mentally Retarded; and
WHEREAS, Jack Fretwell also has a 40-year record of service with the Lions Club, which presented him with the Melvin Jones Fellowship Award in recognition of his service work; and
WHEREAS, on December 14, 1999, the former New Life Center in Winchester, of which Jack Fretwell was a founder and remains a guiding force, was formally renamed the Fretwell Center at Edgehill; and
WHEREAS, in honor of the event, the City of Winchester, the County of Frederick, and the Commonwealth of Virginia issued proclamations designating December 14, 1999, as Jack Fretwell Day; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby join with the citizens of Winchester and Frederick County in honoring the many contributions of Jack Fretwell; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Jack Fretwell as an expression of the General Assembly’s admiration and gratitude for his exceptional commitment to the citizens of Winchester and Frederick County.
