Be it enacted by the General Assembly of Virginia:
1. That § 10.1-1422.5 of the Code of Virginia is amended and reenacted as follows:
§ 10.1-1422.5. Used motor oil, oil filters and anti-freeze; signs; web site; penalty.
A. Any person who sells motor oil at the retail level and who does not accept
the return of used motor oil shall post a sign, which encourages the
environmentally sound management of used motor oil and lists provides a
toll-free "hot-line" number and web site address where
additional information on the locations of used motor oil collection centers is
available. This sign shall be provided by the Department upon the request of
the person who sells motor oil.
B. The Department shall create, maintain, and promote a toll-free "hot-line" number and an Internet web site where consumers may receive information describing the location of collection sites in their locality to properly dispose of used motor oil, used oil filters that have been drained for at least twenty-four hours, and used anti-freeze.
B.C. Any person who violates the provisions of subsection A of this section
shall be guilty of a Class 4 misdemeanor.
