Be it enacted by the General Assembly of Virginia:

1. That § 23-7.4:4 of the Code of Virginia is amended and reenacted as follows:

§ 23-7.4:4. Reduction in tuition and fees charged; in-state undergraduates.

It is the intent of the General Assembly that the Commonwealth of Virginia make available to its citizens an affordable college education. Therefore, notwithstanding any provision of law to the contrary, the governing body of each institution of higher education shall reduce the tuition and mandatory educational and general fees (i) in effect on June 30, 1999, for in-state undergraduate students by twenty percent for the year beginning July 1, 1999, and ending June 30, 2000; and (ii) in effect on June 30, 2000, for in-state graduate students by twenty percent for the year beginning July 1, 2000, and ending June 30, 2001. Following such reduction, the Governor shall include, in each budget submitted to the General Assembly pursuant to § 2.1-399, sufficient funds to reimburse each public institution of higher education for such tuition and mandatory fees reduced pursuant to this section.
