Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 5 of Title 2.1 a section numbered 2.1-51.6:6 as follows:

§ 2.1-51.6:6. Governor to administer [ drug substance ] abuse prevention program.

It shall be the responsibility of the Governor to administer the [ drug substance ] abuse prevention program within this Commonwealth and to authorize, direct, and coordinate [ existing and future ] activities of agencies of this Commonwealth [ and its political subdivisions ] in such program. The Governor, in addition to all other duties and responsibilities conferred on him by the Constitution and laws of the Commonwealth of Virginia, is hereby empowered to establish an office of [ drug substance ] abuse prevention within the office of the Governor to assist in the coordination of the [ drug substance ] abuse prevention activities of the Commonwealth, review [ drug substance ] abuse prevention program expenditures by agencies of the Commonwealth, and determine the direction and appropriateness of such expenditures. The Governor shall do all other things necessary on behalf of the Commonwealth to cooperate with federal and state agencies, private and public agencies, interested organizations, and individuals in order to prevent [ drug substance ] abuse within this Commonwealth.
