Whereas, in 1995, Ms. Lisa Renee Hall ("Ms. Hall") of Hardy, Virginia was a 13-year-old student at Staunton River Middle School in Bedford County; and

Whereas, Ms. Hall was contemplating suicide, but did not communicate her thoughts to her parents, Floyd and Karen Hall (the "parents" or the "Halls"); and

Whereas, Ms. Hall did approach and speak with school personnel about her suicidal thoughts; and

Whereas, the Halls were never informed of Ms. Hall's conversations and discussions with such school personnel by the school or Ms. Hall; and

Whereas, Ms. Hall tragically took her own life on February 19, 1995; and

Whereas, the Halls today suffer tremendously from the events which occurred on February 19, 1995, and from the loss of their daughter; and

Whereas, the Halls brought litigation against the local school board for damages relating to Ms. Hall's suicide; and

Whereas, the Halls did not prevail in such litigation in Bedford County; and

Whereas, the 1999 Session of the General Assembly passed Senate Bill 1250 that requires licensed school personnel who have, in the scope of their employment, reason to believe, as a result of direct communication from a student, that a student is at imminent risk of suicide, to, as soon as practicable, inform the parents of such student of the risk of suicide; and

Whereas, the Halls have no other means to obtain relief except by action of this body; now, therefore,

Be it enacted by the General Assembly of Virginia:

1. § 1. That there is hereby appropriated from the general fund of the state treasury the amount of $50,000 to be paid by check issued by the State Treasurer on warrant of the Comptroller to Floyd and Karen Hall, upon execution of a release of all claims they may have against the Commonwealth or any agency, instrumentality, office, employee, or political subdivision in connection with the aforesaid occurrence.
