WHEREAS, Virginia Route 28 is a vital component of the highway grid in Northern Virginia, carrying a very considerable proportion of traffic between Manassas and US Route 29 to the south and Dulles Airport, Sterling, Herndon, Reston, and destinations along Virginia Route 7 to the north; and

WHEREAS, the existence of a special taxing district has brought about many and considerable improvements to Virginia Route 28 that would not otherwise have been possible; and

WHEREAS, the value of these improvements will, however, be compromised if additional improvements are not soon made to critical intersections along Virginia Route 28 between Virginia Route 7 and US Route 29, allowing traffic to flow smoothly both along the Virginia Route 28 corridor and perpendicular to it; and

WHEREAS, it is highly desirable that detailed planning for identification of and improvements to these critical intersections be promptly set in motion; and

WHEREAS, it is no less desirable and no less urgent that parallel effort be set in motion to identify and make provision for the funding necessary to make these improvements, including the exploration of necessary and desirable revisions to the legislation governing the special taxing district associated with Virginia Route 28; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Transportation be requested to study need for improvements to intersections on Virginia Route 28 between Virginia Route 7 and US Route 29.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
