HOUSE JOINT RESOLUTION NO. 441
Commending Dr. H. McDonald Rimple.

WHEREAS, Dr. H. McDonald Rimple, a member of the Board of Visitors of the Medical College of Hampton Roads, received the U.S. Public Health Service Retired Officers Recognition Award on December 5, 1999; and

WHEREAS, the award, established in 1998, recognizes the “outstanding contributions of career officers who have also continued to make significant contributions to the public health subsequent to their retirement”; and

WHEREAS, a native of Trinidad, Dr. Rimple graduated from Howard University College of Medicine and joined the Public Health Service in 1957, rising to the rank of assistant surgeon general; and

WHEREAS, Dr. Rimple served as the first director of the National Health Service Corps, which provides health care service to medically underserved areas, and, in 1976 was appointed regional health administrator for all federal health programs in six mid-Atlantic states; and

WHEREAS, in 1984 following his retirement from the Public Health Service, Dr. Rimple was appointed director of the Norfolk Department of Health, the first African American to hold that post; and

WHEREAS, Dr. Rimple was later promoted to medical director of the eastern region of the Virginia Department of Health, in which position he served until his retirement in 1991; and

WHEREAS, Dr. Rimple has been previously recognized for his exemplary service to the U.S. Public Health Service, receiving the Commendation Medal, the Meritorious Service Medal, and the Assistant Secretary Award for Exceptional Achievement in Public Health; and

WHEREAS, Dr. Rimple has served a wide range of organizations at the local and state levels, including the Governor’s Councils on Infant Mortality and Prevention of Alcohol and Substance Abuse, the Center for Pediatric Research, the Chrysler Museum, the Virginia Opera, the March of Dimes, the American Heart Association, and the Action Alliance for Virginia’s Children and Youth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Dr. H. McDonald Rimple on his prestigious recognition from the U.S. Public Health Service; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. H. McDonald Rimple as an expression of the General Assembly’s appreciation for his lifetime commitment to public health.
