WHEREAS, Charles A. Robinson, Jr., the mayor of the Town of Vienna since 1976, died on January 3, 2000; and

WHEREAS, a resident of Vienna for nearly a half-century, Charles Robinson was born in Providence, Rhode Island, served in the U.S. Army Air Force in the Pacific during World War II, and graduated from the University of Virginia; and

WHEREAS, an officer with the Rural Electric Cooperative Association at the time of his death, Charles Robinson began his career with the cooperative in 1950 as an electrical engineer and held a number of leadership posts during his 50-year career; and

WHEREAS, appointed to the Vienna Board of Zoning Appeals in 1954, Charles Robinson was named to the Town Planning Commission in 1960 and was elected to the Vienna Town Council in 1962; and

WHEREAS, Charles Robinson was elected mayor of Vienna in 1976 and soon established a record of accomplishment and dedication to the citizens of the Town of Vienna that won him recognition far beyond the town’s boundaries; and

WHEREAS, known as a consummate gentleman to almost everyone in Vienna, Charles Robinson was widely admired for his responsiveness to citizens’ concerns, his loyalty to his constituents, and his unquestioned personal integrity; and

WHEREAS, Charles Robinson was a former president of the Virginia Municipal League, a former board chairman of the Virginia Municipal Group Self Insurance Association, and a member of the Transportation Coordinating Council for Northern Virginia and the Tysons Corner Task Force; and

WHEREAS, among his many notable and lasting accomplishments, the one for which Charles Robinson may be best remembered is his largely successful effort to preserve Vienna’s small-town atmosphere amidst the explosive growth of Northern Virginia; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of one of Virginia’s most effective and popular local leaders, Mayor Charles A. Robinson, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles A. Robinson, Jr., as an expression of the high regard in which his memory is held by the members of the General Assembly and the people of Virginia.
