AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Rules
on March 6, 2000)

Encouraging state agencies and local governments to expand their Internet-based information and service delivery with the goal of providing effective and efficient operations and providing more convenient customer service.

WHEREAS, the Commonwealth is a leader in the use of technology to improve government service delivery to its citizens; and

WHEREAS, many of Virginia's state agencies and localities are actively seeking ways to use new technology to improve service delivery and reduce costs associated with providing governmental services; and

WHEREAS, the Commonwealth ranks seventh in the nation with 40 percent of our population connected to the Internet; and

WHEREAS, the Commonwealth ranks third in the nation in miles of deployed fiber optic cable per person; and

WHEREAS, Virginia's state agencies and localities are in a unique position to use Internet-based systems to improve information gathering and dissemination and the delivery of governmental services; and

WHEREAS, use of such systems will allow state agencies and localities to provide effective and efficient operations and provide more convenient customer service; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That Virginia's state agencies and local government be encouraged to expand their Internet-based information and service delivery with the goal of providing effective and efficient operations and providing more convenient customer service; and, be it

RESOLVED FURTHER, That the Council on Technology Services be requested to report annually to the House Committee on Science and Technology and the Senate Committee on General Laws highlighting some of the achievements toward this goal; and, be it

RESOLVED FINALLY, That the Clerk of the House of Delegates transmit copies of this resolution to the Governor, each Secretary of the Governor's Cabinet, requesting that they further distribute a copy of the resolution to the head of each agency under their responsibility, the heads of all legislative agencies and independent agencies, the Executive Secretary of the Virginia Supreme Court, and the Executive Directors of the Virginia Association of Counties and the Virginia Municipal League so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
