Expressing the sense of the General Assembly of Virginia that Virginia's localities should seek to expand Internet-based local service delivery with the goal of reducing costs.

WHEREAS, the Commonwealth is a leader in the use of technology to improve government service delivery to its citizens; and

WHEREAS, many of Virginia's localities are actively seeking ways to use new technology to improve service delivery and reduce costs associated with providing governmental services; and

WHEREAS, the Commonwealth ranks seventh in the nation with 40 percent of our population connected to the Internet; and

WHEREAS, the Commonwealth ranks third in the nation in miles of deployed fiber optic cable per person; and

WHEREAS, Virginia's localities are in a unique position to use Internet-based systems to improve information gathering and dissemination and the delivery of governmental services; and

WHEREAS, use of such systems will allow localities to reduce the costs associated with traditional "brick and mortar" aspects of government operations; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That it is the sense of the General Assembly of Virginia that Virginia's localities shall seek to expand Internet-based service delivery with the goal of reducing costs; specifically localities should strive to reach a goal of reducing the expense of "brick and mortar" operations by ten percent; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to His Excellency, the Governor of the Commonwealth, and the Executive Directors of the Virginia Association of Counties and the Virginia Municipal League, that they may be apprised of the sense of the General Assembly of Virginia in this matter.
