WHEREAS, House Joint Resolution No. 668 (1999) established a joint subcommittee to examine the impact of incentives to attract new businesses on existing businesses in the Commonwealth, particularly scrap recyclers; and

WHEREAS, House Joint Resolution No 668 (1999) directed the joint subcommittee to hire a qualified consultant to collect and focus on the confidential data from all significant scrap recyclers and consumers in the Commonwealth; and

WHEREAS, during the summer of 1999, the joint subcommittee met and decided to contact the Commonwealth's college and university presidents for suggestions of faculty members who might be interested in the consultant work and such individuals were contacted in writing and asked to present proposals to the joint subcommittee concerning the study; and

WHEREAS, several college professors did submit consulting proposals to the joint subcommittee; and

WHEREAS, the joint subcommittee adopted certain criteria to be applied in reviewing such proposals, and such proposals were reviewed in the fall of 1999; and

WHEREAS, the joint subcommittee decided that a group of professors for Virginia Tech satisfied the criteria best and selected and signed a contract with them for the consulting work in December of 1999; and

WHEREAS, such contract calls for the Virginia Tech consultants to begin their work in January 2000 and complete their work in time to report their findings to the 2002 General Assembly Session; now, therefore, be it

RESOLVED by the House, the Senate concurring, That the joint subcommittee appointed to examine the impact of incentives to attract new businesses on existing businesses in the Commonwealth, particularly scrap recyclers, be continued through 2001. The members appointed pursuant to House Joint Resolution No. 668 shall continue to serve, except that any vacancies shall be filled as provided in the rules of each house of the General Assembly. Staffing shall continue to be provided by the Division of Legislative Services.

All agencies of the Commonwealth shall provide assistance to the Division of Legislative Services, upon request.

The direct costs of this study shall not exceed $6,750.

The $50,000 appropriated to the 1999 operational budget of the House Clerk for the consulting expenses shall remain in that budget to be paid as the consultants complete their work.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 2002 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee.
