Commending the Charles City Karate Club and the Lil’ Dragon Program.

WHEREAS, the Charles City Karate Club, located in Charles City County for the past seven years, has been a valuable resource to the citizens of Charles City County; and

WHEREAS, the Lil’ Dragon Program was created to provide a pre-karate program for Charles City County youth aged four to six years; and

WHEREAS, the Charles City Karate Club enjoys talented leadership from Master Douglas T. Washington, Jr., with Monique Washington and JoVani Washington as senior black belt instructors; and

WHEREAS, in the past seven years, the Charles City Karate Club has produced, five adult black belt instructors: Sensei Byron M. Adkins, Sr., Charles E. Giles, Sr., Lisbeth D. Dannenbrink, Pernell Thomas, and Byron M. Adkins, Jr., and one junior black belt instructor, Charles Landon Giles; and

WHEREAS, the Charles City Karate Club sponsors an annual karate tournament focused on providing a cost-effective way for the youth of Charles City County, the City of Richmond, and surrounding cities and counties to have a safe and competitive atmosphere to test their karate ability; and

WHEREAS, the Lil’ Dragon Program was created in 1998 by Sensei Lisbeth D. Dannenbrink to provide an enjoyable and educational pre-karate-based curriculum for youth to learn karate in an enjoyable but disciplined manner; and

WHEREAS, Lil’ Dragon students learn to respect parents, teachers, and instructors; and

WHEREAS, emphasis is placed on discipline, self-respect, self-reliance, and the conditioning of the body and mind through exercises and karate movements; and

WHEREAS, the Charles City Karate Club and the Lil’ Dragon Program, both affiliated with the Department of Parks and Recreation for Charles City County, are the only 12-month continuous community-service programs operating in Charles City County; and

WHEREAS, the many benefits that these programs have provided Charles City County and the surrounding counties and cities are a tribute to the hard work and teamwork of the youth and adults in both programs, the dedicated leadership of the black belt instructors, and the enthusiastic and unwavering support of the parents; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Charles City Karate Club and the Lil’ Dragon Program on their successful efforts on behalf of the youth of Charles City County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Master Douglas T. Washington, Jr., a 6th Degree Black Belt, in honor of the continued success of the Charles City Karate Club and the Lil’ Dragon Program.
