WHEREAS, L. Cleaves Manning of Portsmouth, a distinguished former member of the General Assembly and a highly respected circuit court judge, died on March 13, 1999; and
WHEREAS, the Honorable L. Cleaves Manning served the Commonwealth of Virginia for most of his adult life, as a member of the House of Delegates from 1967 through 1985 and as a circuit court judge for eight years beginning in 1987; and
WHEREAS, a graduate of the College of William and Mary and its law school, Judge Manning was committed to improving higher education during his years of service as a legislator, leading the effort to adjust tuition formulas for the benefit of urban institutions such as Old Dominion and Norfolk State Universities; and
WHEREAS, his legislative career was dedicated to improving the urban areas of the Commonwealth through increasing funding to localities for public safety and schools; and
WHEREAS, following the end of his years in the legislature, Cleaves Manning went on to become an able and studious member of the judiciary, serving Portsmouth as a circuit court judge for eight years; and
WHEREAS, Judge Manning’s years on the bench were marked by his dedication and reverence for the law and its study; and
WHEREAS, Judge Manning will be missed, not only by his family, friends, and other personal acquaintances, but also by this legislature and the people it serves; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby express its sadness at the passing of L. Cleaves Manning; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of L. Cleaves Manning as an expression of the high regard in which his memory is held by the members of the General Assembly and the citizens of the Commonwealth.
