Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-487.1, as follows:

§ 18.2-487.1. Presentation. No person, group of persons, entity or locality shall prohibit or restrict:

1. Property owner placement of freestanding flagpoles or building mounted flagpoles on private property; or

2. Presentation of flags of patriotic historical commemoration of the military history of the Commonwealth and United States, including all engagements of all wars and conflicts.
