Be it enacted by the General Assembly of Virginia:

1. That § 58.1-3013 of the Code of Virginia is amended and reenacted as follows:

§ 58.1-3013. Authority to allow payment of local taxes, fees or other charges by credit and debit cards; service charge.

The treasurer of any county, city or town may accept payment of local taxes, other fees or charges generated by the sale of utility services by use of a credit card and debit cards. Any treasurer accepting credit and debit card payments may, in addition to any penalties and interest arising pursuant to §§ 58.1-3915 through 58.1-3918, add to such payment a sum not to exceed four and one-half percent of the amount of tax, penalty and interest paid, or six dollars, whichever is greater, as a service charge for the acceptance of such card. Such service charge shall not exceed the amount charged to the county, city or town.
