Be it enacted by the General Assembly of Virginia:

1. § 1. Any appeal filed between January 1, 2001, and December 31, 2002, from the juvenile and domestic relations district court for any county that has adopted an urban county executive form of government, shall be appealed directly to the Virginia Court of Appeals. At the end of this two-year pilot project, the Supreme Court of Virginia shall prepare a report detailing whether such procedure shall be implemented throughout the Commonwealth.
