We, the conferees, appointed by the respective bodies to consider and report upon the disagreeing vote on Senate Bill No. 603, report as follows:
A. We recommend that the House Amendments be rejected.
B. We recommend that the engrossed bill be amended as follows to resolve the matters under disagreement.
1. Page 1, engrossed, line 36, after voluntary
insert
, except organizations exempt pursuant to subdivision A 10 of § 63.1-196.001
2. Page 2, engrossed, after line 21,
insert
G. The failure to request a criminal background check pursuant to subsection B shall not be considered negligence per se in any civil action.

3. That the provisions of this act shall become effective on January 1, 2001.
