The Commission shall provide an institutional and organizational link between the citizens and businesses of the Hampton Roads area and their legislative representatives in the General Assembly and the Virginia Department of Transportation. The Commission shall receive and disseminate communication between the Department and those most directly and greatly concerned with the speedy completion and success of the Hampton Roads Third Crossing Bridge-Tunnel.

The Division of Legislative Services shall provide staff support for the study. All agencies of the Commonwealth shall provide assistance to the commission, upon request.

RESOLVED FURTHER, That the Department of Transportation be requested to provide to the Commission, at least every six months, a report concerning the status of the Hampton Roads Third Crossing Bridge-Tunnel project including, but not limited to, the process and progress of the environmental studies, preliminary engineering, and any other analyses of the Hampton Roads Third Crossing Bridge-Tunnel project as part of any process required by the Environmental Protection Act or other applicable provisions of state and federal law, including the Code of Federal Regulations.
