The Department shall establish a registry of older Virginians and their families who do not wish to receive unsolicited telephone calls. The Department shall promulgate rules and regulations to prohibit telephone solicitors as defined in 15 U.S.C. § 6106 from making telephone sales calls to persons listed on the registry.
