GOVERNOR'S VETO (May 19, 2000)

    Pursuant to Section 6 of Article V of the Constitution of Virginia, I veto House Bill 1192.

      This measure establishes the 14-member Maritime Incident Response Advisory Board to recommend and direct the development of goals, policies and plans to improve the management of maritime fire and incident issues in Hampton Roads and throughout the Commonwealth.

        The legislation requires that eight of the appointments be from fire departments named in the bill. Although the purpose of the Board is to develop plans for the entire Commonwealth, all but one of these fire departments are located in the Hampton Roads region. I proposed an amendment to this bill and an identical Senate bill, SB 739, to broaden the membership of the Board. The proposed amendment allows me to appoint members with experience or expertise, personal or professional, in the areas of fire fighting or port management, and is not limited to a specific geographic area.

        Both the Senate and the House of Delegates adopted my proposed amendment to Senate Bill 739, which is identical to this bill. Thus, legislation creating the Maritime Incident Response Board, with my amendment, has become law. The House of Delegates did not adopt my amendment to this legislation. Therefore, I am returning this bill without my approval.
